I too would like to know why the "%22" is being inserted into the URL however I just do not have the time to investigate and this is why when I run into things such as this I employ a workaround and then come back to it later if/when I have time. In some cases I've had to write a compiled executable other times a CMD/Shell Script or VBScript, Perl, etc. whatever is the quickest workaround to the issue at hand!
